Before being elected president, Nelson Mandela was an opponent of apartheid in South Africa and also the head of the military wing of the African National Congress. Thus, this was Pakistan's first formal contact with Nelson Mandela. Rifat Mehdi, in his memoirs, has mentioned their meeting and said that Mandela's dream was to give the black population of his country the right to vote in local elections.
During his struggle after his release, Mandela had further meetings with Pakistani diplomat Rafat Mehdi. In another of his personal meetings, Mandela said, 'My hero is Jinnah. I got encouragement from them in my freedom struggle.
When Rafat Mehdi was making arrangements for Mandela's visit to Pakistan in October 1992, when Mandela saw the details of his trip, he said, 'How can I enter Pakistan without paying tribute to my hero?'
Mandela recorded his comments in the guest book at Jinnah's mausoleum: 'Jinnah is an inspiration to all who are fighting against racial discrimination.'

Nelson Mandela's visit to Pakistan was made possible in October when he was visiting Beijing at the invitation of China. High Commissioner of Pakistan Rafat Mehdi was in constant contact with him. The then foreign minister of Pakistan was Sartaj Aziz.
